Un grupo de Patriotas con ideas revolucionarias se venían reuniendo en la Jabonería.
Negocio de Hipólito Vieytes, en la casa de Rodríguez Peña y en la quinta de Mariano de Orma.
Gestando las ideas revolucionarias que culminarían saliendo a la luz el 25 de Mayo.
Entre ellos estaban Belgrano, Saavedra, Rodríguez Peña, Alberti y Paso.
El día 13 de mayo llegó al puerto de Montevideo una fragata inglesa.
Entre otras cosas, traía periódicos en los que se informaba que Andalucía (en el Sur de España) había caído en poder de los franceses.
Se había disuelto la Junta, que gobernaba en nombre del Rey.
Otra embarcación trajo las noticias a Buenos Aires.
18 de mayo:
El virrey Baltasar Hidalgo de Cisneros.
Por medio de una proclama, comunicó esos hechos al pueblo y aconsejó que estuviese tranquilo y guardara fidelidad a España.
19 de mayo:
Los criollos piden a las autoridades que se les permita realizar un Cabildo Abierto para tratar la situación. Con ausencia de Cisneros ya que habiendo sido disuelta la Junta que lo había designado como virrey consideraban que había cesado su mandato.
20 de mayo:
Cisneros reunió en la Fortaleza a los jefes militares para pedir su apoyo.
Los patriotas se presentaron ante el Virrey para exigirle la reunión de un Cabildo Abierto. Cisneros aceptó.
21 de mayo:
Algunos vecinos se reunieron en la Plaza Mayor para apoyar la solicitud del Cabildo Abierto.
Se invita a través de esquelas a los principales vecinos para el día siguiente.
No todos podían concurrir al Cabildo Abierto.
Además de los comerciantes, militares e hijos de familias destacadas.
Los únicos autorizados eran los vecinos casados y residentes en Buenos Aires.
En total no eran más de 250 personas.
22 de mayo:
A las 9 de la mañana comenzó la sesión.
Habían sido invitados los vecinos más destacados.
Se inició el debate, expusieron el escribano del Cabildo, el Obispo de Buenos Aires.
Varios españoles y criollos y por fin se decidió votar una propuesta concreta.
Entre todas se apoyó la propuesta de Cornelio Saavedra:
la cesación del Virrey y la delegación interina del mando en el Cabildo hasta la formación de una Junta.
Que lo ejerciera sobre la base de la participación popular.
Apoyaron esta opinión Castelli, Belgrano, Paso, Moreno y Rivadavia, pero se postergó el escrutinio hasta el día siguiente.
23 de mayo:
El recuento de los votos fue de 155 votos por la destitución del Virrey y 69 por su continuación en el mando.
Una maniobra de los regidores del Cabildo, sin consultar al pueblo, forma una Junta Provisional presidida por el propio Virrey.
24 de Mayo:
Jura una Junta de Gobierno presidida por el virrey e integrada por españoles y por dos criollos: Castelli y Saavedra.
Es un día de indignación para el pueblo.
Renuncian los miembros de la Junta y el virrey.
El poder vuelve al Cabildo.
Los patriotas decidieron presentar una lista con los nombres de las personas que debían integrar la nueva Junta de Gobierno.
Enviar a la brevedad una expedición militar al interior para comunicar las novedades.
La destitución del Virrey se hizo pública a través de un bando por las calles de Buenos Aires.
25 de Mayo:
Desde hora temprana los criollos se concentran en la Plaza Mayor .
Al ir pasando las horas sin ninguna noticia, gritan: «el pueblo quiere saber de que se trata».
Mientras tanto, dentro del edificio, los cabildantes se reunieron y no aceptaron la renuncia de los miembros de la Junta.
Entonces se decide convocar a las fuerzas armadas.
Pero éstas le niegan su apoyo al virrey.
Se le pide la renuncia a Cisneros, pero éste no accede.
Los criollos hacen una presentación para comunicar que, habiendo renunciado todos los integrantes de la Junta.
El pueblo asumía la autoridad que hasta entonces tenía depositada en el Cabildo (Acta del 25 de mayo).
Seguidamente se dieron a conocer los nombres de quienes integrarían la Nueva Junta,
que no era otra cosa que el Primer Gobierno Patrio de los argentinos.
Y la decisión de enviar en el término de 15 días una expedición al interior (Acta del 25 de mayo).
A las tres de la tarde, los miembros del Primer Gobierno Patrio juraron desempeñar lealmente su cargo y conservar esta parte de América para el Rey Español Fernando VII.
Aunque el verdadero propósito de los patriotas era independizarse de España.
