Desde la supresión de la Junta Grande por el Primer Triunvirato en 1811
hasta el Directorio de Alvear.
La conducción porteña había impuesto sus criterios
centralistas.
Desconociendo las tendencias confederales de la mayoría de esos pueblos.
Las provincias fueron convocadas para reunirse en Tucumán y enviaron
sus diputados.
Estuvieron incluidas algunas del Alto Perú.
Por entonces en manos realistas, pero se excluyeron Santa Fe, Corrientes, Entre Ríos.
Y la Banda Oriental, por diferencias políticas.
Entre los congresistas, predominaba el sentimiento anti porteño.
Las sesiones comenzaron el 24 de marzo de 1816, con Álvarez Thomas como Director Supremo.
En la casa de doña Francisca Bazán de Laguna y fueron anunciadas
por una salva de 21 cañones.
Pero pronto Álvarez Thomas renunció.
Y el 16 de abril fue reemplazado por González Balcarce, quien
también renunció.
El 3 de mayo, Juan Martín de Pueyrredón, del grupo porteño.
Fue elegido Director Supremo, con el
objetivo de pacificar y unir a todo el territorio.
Los diputados Esteban Agustín Gascón, Teodoro Sánchez de
Bustamante y José Mariano Serrano.
Presentaron un plan aceptado por todos y cuyos puntos fundamentales fueron:
Comunicarse con todas las provincias para insistir en la
necesidad de unión y así enfrentar al enemigo externo.
Declarar la Independencia.
Discutir la forma de gobierno más conveniente para las Provincias Unidas.
Elaborar un proyecto de Constitución.
Preparar un plan para apoyar y sostener la guerra en defensa propia.
Proveyendo de armamentos a los ejércitos patriotas.

Tras una serie de medidas y después de arduas discusiones acerca de la forma de gobierno.
el 9 de julio de 1816, a pedido del diputado jujeño Teodoro Sánchez de Bustamante.
Se discutió el proyecto de Declaración de la Independencia.
Después de tres meses y medio de sesiones, el Congreso.
Proclamó este día la existencia de una nueva nación libre
e independiente de España u otras naciones.
Las «Provincias Unidas de Sud América».
El diputado sanjuanino Francisco Narciso de Laprida preguntó:
«¿Queréis que las Provincias
de la Unión sean una Nación libre e independiente de los reyes de
España y su metrópoli?».
Todos los diputados contestaron afirmativamente.
